Having worked with local authorities across the UK for more than two decades and helped shape national guidance on public leisure service transformation, this is the conclusion we’ve reached.
Many organisations begin the journey by focusing too early on addressing operational performance, delivery models, facility investments, partnership arrangements or organisational structures.
In our experience, that’s often the wrong place to start.
The authorities that have achieved the most significant outcomes with our support, whether that’s improved health and wellbeing, stronger partnerships, greater community impact or better value for money have one thing in common. They start by taking a rigorous, evidence-led look at where they are today and where they genuinely need to be within realistic timeframes.

Start with the diagnosis
Several years ago, we authored national guidance designed to help local authorities navigate leisure service transformation. Building on that foundation, we have continued to refine and strengthen our approach through diagnostic work leading to the right transformation programme with over 25 local authorities, including Sheffield City Council, Bristol City Council, Horsham District Council, Castle Point Borough Council, Stirling Council and South Gloucestershire Council.
