SLC was appointed by Teignbridge District Council to develop a comprehensive Active Wellbeing Strategy. The aim was to create a clear policy position and establish the Council as an exemplar leader for active wellbeing across Devon. The Strategy also sought to prepare the Council for opportunities arising from local government reorganisation.

SLC completed a comprehensive needs assessment using health, demographic and participation data. Strategic documents were reviewed and a programme of extensive consultation was undertaken with residents, partners, sports clubs, schools and employers. Public consultation had record levels of engagement for the Council.

The engagement identified opportunities to tackle inactivity, reduce health inequalities and strengthen partnership working. Findings also highlighted the importance of connecting leisure and active wellbeing services with green spaces, community assets and wider health and wellbeing priorities.

Through stakeholder workshops and co-production, SLC supported the Council and its partners in developing a shared vision, strategic outcomes, objectives and a governance framework. This process laid the foundations for shifting the Council’s approach to pivot from traditional leisure provision to a whole system place-based approach to active wellbeing.

The final Active Teignbridge Strategy sets out a roadmap for transforming and integrating services to improve health outcomes and create more active communities. Supported by a three-year implementation plan, the Strategy provides realistic actions, timelines and priorities for delivery.
