Vision and strategy
In February 2016 SLC was appointed by Slough Borough Council to provide support in the preparation and procurement of their new leisure management contract.
The council is investing £35 million into their leisure facilities and is committed to improving public health and wellbeing outcomes across the borough by extending the reach and impact of the new management contract.
Following the capital investment programme, the portfolio of facilities will include new-build and refurbished wet and dry facilities, together with an extensively refurbished ice arena.
Building on this new facility infrastructure, the council wishes to secure a new contract that includes an outreach programme of activities to maximise participation by the wider community.
SLC supported the council in 2014 through the development of its sport and physical activity strategy, which shaped future decisions on investment and targeted outcomes.
Procurement process
SLC supported the council through the whole procurement process, including the pre-procurement strategy and market engagement, the development of the services specification, ITT documents and evaluation framework, through to reviewing and scoring bid submissions.
Outcome
Slough Borough Council agreed a new 10-year partnership with leisure operator Everyone Active to manage and help develop its sport and leisure facilities. The new contract will include the operation of a new leisure centre for Slough to replace Montem Leisure Centre along with other major public leisure facilities including Slough Ice Arena, Langley Leisure Centre and Salt Hill Park Leisure Facility.
The service has been redesigned to help deliver the Council’s Leisure Strategy by specifying a clear requirement for Everyone Active to deliver a new programme of outreach activities designed to help tackle inactivity in local communities. Despite this widening of the service and required outcomes, the Council has secured future savings of c. £13M over the 10 year period.
The new contract commenced in June 2017.
