In February 2017, SLC was appointed by Crawley Borough Council to support the re-procurement of leisure management services for K2 Crawley and associated leisure facilities owned by the Council.

Managing the Process

SLC assisted the Council through the whole procurement process including a comprehensive review of the existing contract arrangements, an appraisal of the current market and key considerations for the project, market testing, the development of the services specification and tender documents including the evaluation framework. SLC also supported the tender process through evaluation and scrutiny of bid submissions and dialogue meetings with bidders.

Delivering a positive outcome

The Council received very high quality bids and significantly improved management fee offers from the market and appointed Everyone Active as the preferred bidder in August 2018. The new contract is based upon a shared vision and commitment to increase participation in sport and physical activity, particularly among under-represented groups, and will be supported by a partnership philosophy of collaboration between the Council, Everyone Active and a range of key stakeholders.

Under the new contract Everyone Active will be obliged to comply with the pay rates of the Living Wage Foundation in accordance with the council’s commitment as a Living Wage employer.

Despite this widening of the service and required outcomes, the Council has managed to secure revenue savings of c. £6.5M over the 10-year period.
