West Lindsey District Council has selected a preferred partner to manage its Leisure Services following a competitive procurement process. The Council awarded the 15-year contract to Sport and Leisure Management Ltd who trade as Everyone Active.

The Council is undertaking a £7.8 million investment programme including substantial refurbishment at West Lindsey Leisure Centre and a new centre at Market Rasen.

The refurbishment at West Lindsey Leisure Centre will include a new Health and Wellbeing Centre with specialist fitness equipment for all ages, rehabilitation opportunities and exercise on referral.

The new centre, planned to open in 2020 in Market Rasen will meet the needs of residents in the east of District and include:

  • Health and fitness facilities including a state of the art gym
  • A sports hall
  • A multi-use area for group exercise.

As part of the extended partnership, Everyone Active will deliver a new sport and physical activity outreach service to offer more opportunities for people across the district to improve their health and wellbeing. The service offers support for residents who are unable to access leisure centres by delivering physical activity interventions directly into community facilities, including those in the more remote parts of the District.

The procurement which was supported by specialist consultants The Sport, Leisure and Culture Consultancy (SLC), will result in the Council gaining a significant return on its investment moving from a revenue subsidy to surplus on behalf of the Council.

Karen Whitfield, the Council’s Communities & Commercial Programme Manager said, “Leisure, and the opportunity to lead an active lifestyle, plays a vital role in keeping our residents fit and healthy.  I am delighted that as a result of this procurement West Lindsey District Council have not only secured leisure provision for the next 15 years but will transform the service ensuring wider reach and participation across the District as a whole”.

David Rushton, SLC’s Director said, “The Council had a clear strategy to make the new leisure contract work harder to deliver wider social outcomes and create a service which reaches beyond the walls of the leisure centres, engaging with those sections of the community that live in the rural parts of the District. The result is a high quality innovative solution from Everyone Active offering more opportunities for West Lindsey residents to access high quality services. This procurement shows that it is possible to focus on quality and transform services whilst making significant revenue savings. We are very proud of this project and are delighted for the Council and Everyone Active”.

Simon Fearn, Everyone Active’s Area manager, Everyone Active said: “We are delighted to have extended our partnership with West Lindsey District Council. We will work with the Council to offer the local community improved opportunities to lead healthier, more active lifestyles by offering a wide-range of improved activities to support everyone’s fitness journey.”

The new 15-year contract will commence in June 2018 and Everyone Active intend to commence work at West Lindsey Leisure Centre prior to this.
