Exploring financial implications

In February 2021, SLC was appointed by a local authority in the midlands to provide support in assessing the financial implications of the COVID-19 pandemic upon their Leisure Management Contract over the short and medium term in order to inform the Council’s future strategic decision-making and financial planning

 

LEISURE MARKET REVIEW

As part of this work, SLC undertook a review of the leisure operator market in order to better understand the extent to which leisure operators were actively seeking new contract opportunities, their views on COVID-19 recovery and their likely future approach to risk share.

SLC developed financial forecasts to provide the Council with an indication of the likely financial performance of their contract through the COVID-19 recovery period and for the remaining term of the contract. Financial modelling of alternative options was also undertaken including in house management, delivery through a Local Authority Trading Company (LATC) and retendering the management contract to an external operator.

The outputs from these workstreams enabled the Council to better understand the financial implications of different options over the short, medium and longer term and to inform decisions regarding the future delivery of the services.
